THE RANK SYSTEM
Here on Ninja Scrolls, we allow a diversity of ranks, though they must be earned. In general, most Ranks have sub-tiers to them, indicating difference in strength between the ranks themselves. The ranks, and their sub-tiers, will be listed below.
[GENIN] - Max of 1 B-Rank Jutsu[Tier 3]
The user is likely fresh out of the Academy. They have only a basic understanding of what being a Ninja really is, but they are a fully fledged Ninja by all means. At this tier, the user would be able to fight at only a slight disadvantage against Tier 2 Genin, but would generally lose against a Tier 1 Genin or higher.
[Tier 2]
The user has some experience under their belt. They've been in situations where they've both won and lost, and are able to pull from their experiences, though they still have much to learn. At this tier, the user would have a slight advantage against a Tier 3 Genin, but would only have a slight disadvantage against a Tier 1 Genin.
[Tier 1]
The user is almost ready for the Chūnin Exams. They've been on several missions, they have combat and tactical experience, and they're starting to learn who they are and what they're good at. At this tier, the user would be able to fight a Special Chūnin on nearly equal terms, and may tutor at the academy.
[SPECIAL CHUUNIN] - Max of 3 B-Rank Jutsu[Tier 2]
The user is absolutely ready for the Chūnin Exams; however, due to circumstances beyond their control, they are unable to take those exams. However, due to their abilities, they have been granted this rank: similarly to Special Jōnin, the user still lacks something certain that Chūnin should have. At this tier, the user is roughly equal to a Tier 1 Genin, and can fight Tier 1 Special Chūnin with only a slight disadvantage. Alternatively, a Tier 2 Genin may be promoted straight to this Tier if they possess certain proficiencies but lack others, as a sign of their prowess.
[Tier 1]
The user has likely failed the Chūnin Exams. Regardless of the reason, this Tier presents a Ninja who is far more experienced than a Tier 3 Genin, but is not yet a Chūnin. Their abilities are still growing, but they will likely learn from their mistakes and be better next time. At this Tier, Ninja are requested to Tutor at the Academy as part of their training, and to prepare them for being Team Leaders in the future.
[CHUUNIN] - Max of 3 A-Rank Jutsu[Tier 3]
The user is freshly graduated from the Chūnin Exams. They tutor at the Academy, are allowed to take Solo Missions, and may assist in the training of Genin at their request. At this Tier, the user has begun to explore more powerful techniques and has come into their identity, but still has a lot to learn before they're ready to lead a team.
[Tier 2]
The user has created a technique of their own. At this Tier, the user has successfully created a custom jutsu, something unique entirely to themselves. They are well on their way to becoming Jōnin, but are not quite there yet.
[Tier 1]
The user is ready to undergo the Jōnin Exam. At this Tier, they have likely been recommended by their former Team Leader, and are equal to a Tier 2 Special Jōnin in terms of combat prowess, though may be lesser or greater on individual terms.
[SPECIAL JOUNIN] - Max of 1 S-Rank Jutsu[Tier 2]
The user has been recognized for their abilities, but lack balance. Special Jōnin are highly skilled in a certain area, but are lesser in their other areas, to the point where they've almost devoted themselves to a single traight. At this Tier, they are expected to undergo solo missions in their specialty, but are still best in a team which balances their specialization.
[Tier 1]
The user is ready to undergo the Jōnin Exam. At this Tier, they have proven what they're capable of and have worked on their shortcomings, allowing themselves to be better in every way, and are only a short step behind Jōnin.
[JOUNIN] - Uncapped Jutsu[Tier 3]
The user has passed the Jōnin Exam, and are now fully fledged Jōnin, and are often sent on A-Rank Missions. Additionally, Tier 3 Jōnin are the first tier which are allowed to lead Teams of their own, though they are still closely monitored by more experienced Shinobi, mostly for guidance. They are not at all expected to be perfect, but are an idol of their village, and should keep that in mind with their actions.
[Tier 2]
The user has more experience under their belt, and is on their way to their peak, or has already passed that peak and has begun to decline. At this Tier, the user is able to draw from their experiences in nearly every situation, even those which are new to them and are able to teach entire classes at the Academy, as well as offer guidance to other Shinobi, including their Kage if requested.
[Tier 1]
The user is at their peak. Most ANBU are this Tier, though that is not a rank we have on the site. Shinobi are just about at their peak performance, and likely won't get any better from here. At this tier, a Shinobi can just about fight on equal terms with a Kage, though certain discrepancies can add up depending on the user's specialties.
[KAGE]Although Kage-Level Ninja are offered bonuses over Jōnin-Level, they are not particularly stronger by default. It depends entirely on their specialties and how they fight. Kage level, in terms of Villages, are more of a political person, having to deal with everything that comes through their village, assign missions, oversee the academy... basically, it's high stress, and while they are offered some bonuses to their stats due to these roles they do not automatically beat anyone else. A Tier 2 Jōnin can feasibly defeat a Kage, and a Tier 1 Jōnin absolutely could.
Those who are not technically Kage can still reach this level of power by training with their Kage and another Jōnin in a Two versus One scenario, with the prospective S-Rank Jōnin fighting against both of them simultaneously. The topic must reach a total of 3,750 words, with at least 2,000 of those being the prospective S-Rank Jōnin's.
The ROGUE System
But what if you're not a part of a village? Are you just SOL regarding the ranks? Fear not, we have address those as well!
[C-RANK][Tier 3]
A complete Neophyte, these Ninja are equivalent to a Tier 3 Genin in every single way. They have a lot to learn about nearly everything.
[Tier 2]
In between a Tier 2 and Tier 1 Genin, Tier 2 C-Rank Rogues are much more experienced about a lot of things.
[Tier 1]
Equal to a Tier 1 Special Chūnin, these Rogues are almost B-Rank but haven't quite made a name for themselves.
[B-RANK][Tier 3]
Equal to a Tier 3 Chūnin, these Rogues are able to pose a threat to others, and have likely enter the Bingo Book if acting in a criminal nature.
[Tier 2]
In between a Tier 2 and Tier 1 Chūnin, Tier 2 B-Rank Rogues are very experienced, and are dangerous to mostly anyone.
[Tier 1]
Equal to a Tier 1 Special Jōnin, these Rogues are bordering on A-Rank, but have not become famous enough.
[A-RANK][Tier 3]
Equal to a Tier 3 Jōnin, these Rogues are absolutely a threat. Even three of these tier Rogues can turn a Mission into S-Rank Danger, if organized enough.
[Tier 2]
Nearly at their peak, Rogues of this tier are always in the Bingo Book, regardless of any Criminal Activity they have committed. Equal to a Tier 2 Jōnin.
[Tier 1]
Equal to a Tier 1 Jōnin, Rogues of this tier are generally at their peak. It's very difficult to get better from here, and a Tier 1 A-Rank Rogue can fight on par with most S-Rank Criminals, dependant on their fighting style and specialties.
[S-RANK CRIMINAL]Unlike the Five Kage, there can be an unlimited number of S-Rank Criminals. It is impossible to be S-Rank without explicitly being a Criminal, as these Rogues are dangerous to everyone, even themselves if not careful. Offers the same benefits and bonuses as a Kage-level Ninja, is completely equal in terms of everything else. All S-Rank Criminals have a constant bounty of 2,500,000 Ryō, combined from all of the major Hidden Villages.
